Policy Introduction

The Hong Kong Civil Aviation Department (CAD) allows tourists to recreationally fly drones that weigh less than 7 kilograms. As Hong Kong is a small and densely populated city, people operating drones should stay alert during flight and closely follow regulations.

Steps to follow as a new drone pilot

  • The drone you plan to fly should not weigh more than 7 kg. All DJI Consumer drones are less than 7 kg.
  • Your flight area should be clear of people, vessels, vehicles, helicopter landing pads, and structures.
  • People who operate drones for professional purposes need to submit an application to the CAD for approval.
  • Other relevant Hong Kong legislation, such as the Personal Data (Privacy) Ordinance, should be followed.
  • Category A1 (small UAV weight ≤ 250 grams) requires registration and labelling, Category A2 (250g < small UAV weight < 7kg) requires registration and labelling, and insurance should be purchased
